Summary

IPA explainer describing the Novissi targeting pipeline in non-technical terms. Confirms the government selected the 100 poorest cantons using a deep-learning pipeline based on satellite data, that a September 2020 phone survey of roughly 10,000 individuals was used as ground truth, and that approximately 57,000 beneficiaries were enrolled using the satellite-plus-phone approach. It also documents planned fairness and exclusion-error assessment through follow-up surveys and qualitative interviews.
